Interconnection agreements

Instructed by CENACE and signed with the transmission or distribution company using CNE’s model.

Hydrocarbon import and export permits

Issued by SENER, with short validity periods requiring regular renewal.

SASISOPA implementation programs

ASEA authorizes the system and can close a facility in cases of critical risk. Documentary evidence is essential.

Power purchase agreements (PPAs)

Losing track of price adjustment clauses can have significant financial consequences.

Regulatory Permits

  • Electricity Generation and Supply PermitsIssued by the National Energy Commission (formerly CRE), with long validity periods and annual compliance conditions. CRE-issued permits can no longer be extended, making expiry dates critical.
  • Hydrocarbon Import/Export PermitsIssued by SENER under the Foreign Trade Law, with short validity periods requiring regular renewal.
  • Inspection Unit ReportsIssued through CNE-approved units to confirm a facility meets applicable standards; they must remain current for operations.

Industrial and Environmental Safety (SASISOPA, ASEA)

  • Environmental Impact Decisions (MIA)Extensive documents with conditions the company must demonstrate it meets.
  • SASISOPA Implementation ProgramsThe industrial safety management system. Evidence of drills, training and logs must be retained.
  • Insurance and Surety BondsCivil liability and environmental damage policies with the amounts required by regulation.

Land and Rights-of-Way Management (Social/Real Estate)

  • Social Impact Statements (MISSE, formerly EVIS)Authorized by SENER to document relationships with project communities. EVIS decisions issued before 2026 remain part of the record.
  • Easement or Lease AgreementsFor pipelines, transmission towers or solar panels.
  • Surface Occupancy AgreementsAgreements negotiated with ejidos or private owners.

Interconnection and Supply Agreements

  • National Electricity System Interconnection AgreementsInstructed by CENACE and signed with the transmission or distribution company using CNE’s model.
  • Power Purchase Agreements (PPAs)Long-term contracts where price adjustment clauses may need to be traced in a document signed a decade earlier.

Which documents does an energy company need for CNE, ASEA and CENACE?

Generation and supply permits now issued by the National Energy Commission (formerly CRE), interconnection agreements instructed by CENACE and, for hydrocarbons, SASISOPA authorized by ASEA. CRE-issued permits remain valid until expiry, but the law no longer permits their extension.
