Legal identity
The attributes that turn a standalone document into a record: what it is, who it belongs to, its start and end dates, and who is responsible.
A standalone PDF has a name and size. A record with legal identity also has a type, subtype, responsible area, start date, expiry date, status and history. Those attributes support decisions without opening the document. This is an operational term for the information needed to make decisions about a record, rather than a statutory legal concept.
Why the filename is not enough
Contract_final_v3_REV.pdf is a description chosen by the person who saved the file. It does not provide structured attributes for filtering, expiry management or an audit, and its meaning may leave with that person.
Signs it is missing
When determining whether a contract remains current means opening and reading it. Repeated across a department, that action represents the cost of missing legal identity in the repository.
